Process and Schedule

A typical roadway project in Illinois is developed and implemented using a three-phase process:

Phase I: Preliminary Engineering and Environmental Studies
Phase II: Contract Plan Preparation and Land Acquisition
Phase III: Construction

Phase I: Preliminary Engineering and Environmental Studies

The project has completed Phase I, Preliminary Engineering and Environmental Studies. During this phase, the project team collected information, identified transportation issues, assessed environmental concerns, facilitated public involvement, developed engineering solutions, analyzed alternatives, and identified potential effects to study area resources. The project team studied a broad range of alternatives to improve Barrington Road at the I-90 Interchange as well as a "no build" alternative. A single point urban interchange (SPUI) type build alternative was selected by the project study group and community advisory group. The proposed improvements were presented at a public hearing with a supportive response.

The major steps in the Phase I Study and community meetings are illustrated below:

Phase II Contract Plan Preparation and Land Acquisition

The project has already begun Phase II including Contract Plan Preparation and Land Acquisition for the interchange improvements.  Higgins Road improvements contract documents are on hold until funding has been identified.  No land acquisition will be necessary for the Higgins Road improvements.>
